The Renewable Nations Institute is proposing to operate an SE4ALL approved Thematic Hub (technical assistance facility), specifically, a Project Accelerator Hub. The primary focus of the proposed Project Accelerator Hub will be to provide fast-track project facilitation services to identify, develop and implement a range of High Impact Opportunities (HIOs), including but are not limited to: Sustainable Bioenergy, NH3 Fuel Systems, Vehicle-2-Grid, DC-Island Power Supply Systems, Renewable Energy-based NH3 Fuel Productions Systems.
For each technology focus the Institute, through its private sector partners, will develop a geographically targeted implementation program with leverage financial resources. By example, for the proposed Sustainable Bioenergy Hub, private sector partners SolarQuest L3C and VCV will provide turn-key project development services from engineering, financing, construction and operations for projects qualifying under the US SE4ALL Sustainable Bioenergy Hub. Project Development Framework
The Institute's proposed Project Accelerator Hub will provide direct technical assistance and capacity building services for High Impact Opportunity (HIO) development opportunities utilizing a project co-development model inclusive of multi-sector stakeholders throughout all project phases from conception to commissioning and long-term operations. The SE4All Advisory Board’s Finance Committee Report, "Scaling Up Finance for Sustainable Energy Investments" (July 2015, hereinafter "Report"), provides a framework for SE4ALL project development, and will serve as the reference framework for the Institute's Project Accelerator Hub co-development service model.
The SE4ALL Report identifies that the lack of infrastructure projects in developing and emerging country markets is largely due a deficiency in appropriate project preparation facilities (PPFs). PPFs, among other activities, provide the following services: (1) fund studies and research aimed at guiding public policy to identify sustainable energy infrastructure projects; (2) develop public-private partnerships (PPPs) to engage in project concept development and structuring; and (3) attract secure, blended financing that may include public incentives and private financing.

The integration of Work-Learning-Service in the Project Accelerator Hub functions to build a repository of information services to retain and transfer institutional knowledge. This function is provided through training (both formal and informal), maintaining a suite of information services and operable toolkits, and actively transferring knowledge through sustained human capacity building and institutional development. The outcome of Work-Learning-Service integration in the Institute's Project Accelerator Hub is, hence, to build country-wide, multi-sector project preparation facility (PPF) capacity, including the formation of satellite Project Accelerator Hub(s) with in-country PPF capacity for SE4ALL country clients.
The following pages 38 and 39 of the Report describe various functions of a PPF and provide a critique of existing PPFs. The Report notes that there are three key factors that impede project preparation in developing and emerging markets: "(a) lack of adequate project preparation funding for all phases of preparation, (b) lack of government capacity to prepare good quality projects, and (c) absence of institutional vehicle for project preparation except incumbent utilities that have a conflict of interest in preparing projects for investment by others."
The Report does not reference that few, if any, PPFs are designed to transfer information and provide on-going support services to build local PPF capacity. That is the primary function and distinctive service of the Institute.

As stated in SE4all Report (page 39, below), PPFs aim to develop projects that are technically sound, financially attractive and legally solid with a portfolio of projects that will become a pipeline with an attractive volume of opportunities. This largely depends upon the PPF to provide of contract good consulting services for preparing engineering and environmental technical studies, demand estimates, economic-financial modeling and preparation of legal instruments to ensure that potential investors and financing entities can clearly understand and evaluate projects and their associated risks.
The Institute goes further by recognizing that a portfolio of projects that become a pipeline of investment opportunities can be transformative for society as a whole. Consequently, the Institute provides the added layer socioeconomic and environmental modeling utilizing Systems Dynamic (SD) Modeling. SD modeling services (ref: Section 6-3. Systems Dynamic (SD) Modeling) provide a critical assessment with regard to large societal sustainable development objectives and measure value of external impacts (externalities) beyond the measure of the scope of a single project or portfolio of projects.
The Institute goes further by recognizing that a portfolio of projects that become a pipeline of investment opportunities can be transformative for society as a whole.
